JHYC Valentine's Regatta 2020 - Notice Of Race
 14th to 16th February 2020

The Jolly Harbour Yacht Club Valentine’s Regatta invites you to compete in the 26th anniversary of the Regatta. The Organising Authority is Jolly Harbour Yacht Club under the auspices of the Antigua Barbuda Sailing Association in association with the Caribbean Sailing Association. The Regatta Headquarters will be located at Al Porto’s restaurant Jolly Harbour. Times are Antigua Standard Time (UTC minus 4 hours).

 

1. RULES

1.1 The Regatta will be governed by the Rules as defined in the World Sailing (ISAF) Racing Rules of Sailing (2017 – 2020).

1.2 The Regatta will also be governed by:

(a) the CSA Rating Rule;

(b) the local Multihull Handicap System;

(c) The JHYC Safety Requirements that are published on the website

1.3 The Rules will be changed as follows:

(a) Rule A2, Series Scores, will apply except that a boat’s worst race score will only be excluded from her series score if six (6) or more races in the series have been completed.

(b) Rule 44.1, Taking a Penalty, is changed so that for all classes the Two-Turns Penalty is replaced by the One-Turn Penalty, one tack and one gybe

(c) Rule 52, Manual Power, will not apply; and

(d) Rule 77, Identification on Sails, will not apply.

The changes will appear in full in the Sailing Instructions. The Sailing Instructions may also change other Rules.

 

2. ADVERTISING

2.1 All boats competing may be required to display advertising chosen and provided by the Organising Authority as permitted by World Sailing (ISAF) Regulation 20.

 

3. ELIGIBILITY AND ENTRY

3.1 The Regatta will be held for the following classes, which may be subdivided:

(a) CSA Monohull;

(b) Multihull;

3.2 Boats are encouraged to enter online at www.jhycantigua.com

3.3 Entries will be accepted up to 18.00 on Friday, February 14th 2020. Late entries may be accepted at the sole discretion of the Organising Authority and if accepted a 20% late entry penalty may be levied on top of the entry fee.

3.4 The Organising Authority may amalgamate, cancel, divide, sub-divide or rearrange classes at its sole discretion.

3.5 All entries must declare their sail configuration at Registration but in any event, by no later than 18.00 on Friday, February 14th 2020.

 

4. FEES

4.1 For all classes except dinghies, the entry fee is EC$250 or US$100.

4.2 Entry fees shall be paid by no later than 18.00 on Friday, February 14th 2020.

Late payments may be subject to a 20% late payment fee at the discretion of the Organising Authority. Returned payments will be subject to a fee of US $100 plus any levied bank charges.

 

5. REGISTRATION

5.1 Registration is mandatory for all entrants and will take place at Al Porto’s Antigua, on Friday, February 14th 2020 from 16.00 to 18.00.

5.2 Each boat is requested to provide a list of names and contact information for each member of the boat’s crew at Registration.

5.3 Online registration is strongly encouraged as the registration form can be found online on this website.

6. IDENTIFICATION

6.1 All boats are required to provide their sail numbers before the close of Registration.

6.2 Each race class will be issued with a returnable class flag to be flown from the backstay. A refundable cash deposit of $EC50 will be charged to all boats for the class flag.

 

7. SCHEDULE

7.1 Racing will take place as follows:

Saturday, February 15th 2020. Four races planned

Sunday, February 16th 2020. Three races planned

7.2 A minimum of one (1) race will be scheduled for all classes on each day of racing.

7.3 The warning signal for the first race on each day will not be before 10 00.

 

8. MEASUREMENT AND RATINGS

8.1 All entries should have:

(a) In the CSA Monohull Class, a valid 2019/20 digitally-certified CSA rating certificate.

Boats without a CSA rating will be accommodated and issued a rating at the sole discretion of the Organising Authority.

Vessels racing in class 1 will race to their spinnaker rating whether or not they fly a spinnaker.

(b) In the Multihull Class, a completed and approved multihull rating form;

8.2 Boats requiring CSA measurement in Antigua should contact either of the CSA Official Measurers listed below by no later than Noon on Monday, February 10th 2020.

9. SAILING INSTRUCTIONS

9.1 Sailing Instructions will be available at Registration and are also published on this website.

 

10. COURSES

10.1 All courses will be located in the waters off the west coast of Antigua in the general vicinity of Jolly Harbour and will be around laid marks in a minimum of 5 metres. Courses for smaller vessels may be set in waters under 5 metres.

10.2 There may be variation in courses and distances for different classes and for subdivided

Classes.

 

11. PENALTIES AND PROTESTS

11.2 Except for breaches of Parts 1 and 2 of the Rules, the Protest Committee may apply any penalty that it deems equitable. This changes Rule 64.1.

 

12. SCORING

12.1 The Low Point System, Rule A4.1 will apply.

12.3 When fewer than six races have been completed, a boat’s series score will be a

total of her race scores.

12.4 When six or more races have been completed, a boat’s series score will be a total

of her race scores excluding her worst score.

12.5 For all classes one (1) race must be completed to constitute a series.

 

13. PRIZES

13.1 Prizes will be awarded to first, second and third place in each class.

13.2 All other prizes to be awarded will be described in the Registration package and

will be listed on www.JHYCantigua.com .

13.3 Regatta prize-giving will take place not before 1700 on Sunday, February 16th 2020, Al Porto’s.

 

14. INSURANCE

14.1 All boats must have at least Third Party Liability Insurance valid for the duration of the Regatta and include racing.

15. DISCLAIMER OF LIABILITY

15.1 Competitors participating in the Jolly Harbour Valentine’s Regatta do so entirelyat their own risk (see Rule 4, Decision to Race). The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Regatta.

15.2 Skippers must draw the attention of their crew to this disclaimer before the start

of racing.
