JHYC Annual Regatta - Sailing Instructions

The Regatta Headquarters will be located at the Jolly Harbour Yacht Club office in the Jolly Harbour commercial centre Jolly Harbour. Times are Antigua Standard Time (UTC minus 4 hours). Organizing Authority is the Jolly Harbour Yacht Club under the auspices of the Antigua Barbuda Sailing Association in association with the Caribbean Sailing Association.

 

RULES

1.1. The Regatta will be governed by the Rules as defined in the World Sailing (ISAF) Racing Rules of Sailing.

1.2. The Regatta will also be governed by:

a) The CSA Rating Rule

b) The JHYC safety requirements, as per Addendum A in the Notice of Race

1.3. The Rules will be changed as follows:

a) Rule 44.1 is changed in that the Two-Turns Penalty is replaced by the One-Turn Penalty.

b) Rule 52, Manual Power, will not apply.

c) Rule 77, Identification on Sails, will not apply.

 

2. NOTICES TO COMPETITORS

Notices to competitors will be posted on the Official Notice Board at the Jolly Harbour Yacht Club office in the Jolly Harbour commercial centre

 

3. CHANGES TO SAILING INSTRUCTIONS

Any change to these Sailing Instructions will be posted on the website www.jhycantigua.com/sailing before 08:00 on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 on the day before it will take effect.

 

4. SIGNALS MADE ASHORE

There will be no signals made ashore except in the case of starts utilising the club start line, in which case flags may be displayed at either end of the start line as advised during the skippers briefing.

 

5. RADIO COMMUNICATION

5.1. The Committee Boat will stand by on VHF Channel 12.

5.2. The Race Committee may broadcast the following information:

a) time checks at thirty and fifteen minutes before the first start of each day.

b) the courses to be sailed.

c) notification of amendments to the Sailing Instructions and, if brief, the text.

d) any abandonment or postponement will be signalled in accordance with the race signals.

5.3. Failure of a boat to hear any notification on the VHF radio will not be grounds for redress.

This changes rule 60.1(b) and 62.1(a).

5.4. Any boat directing abusive language at the committee boat, whether by radio or in person shall be disqualified from the race without a hearing. This changes rule 69.

 

6. SCHEDULE OF RACES

6.1. Racing will take place for all classes on Saturday, 16th November and Sunday, 17th November, 2024.

6.2. The first Warning Signal of each day will not be before 10:00.

6.3. Subsequent races on each day will be started as soon as possible after all boats have finished the previous race.

6.4. Races for all classes will be scheduled as follows:

a) Saturday, 16th November, – there will be a maximum four races.

b) Sunday, 17th November, – there will be a maximum three races, except with consent from the majority of entrants.

6.5 On the last scheduled day of racing, no warning signal will be made when the Race Committee considers that the last boat will finish after 16:00

 

7. CLASSES

7.1. Classes may be divided or combined at the sole discretion of the Race Committee.

7.2. Boats in a CSA Monohull Class must declare their chosen sail configuration to the Race Committee before the scheduled close of registration. 

7.3 Class Flags will be distributed after Registration at the Skippers’ Briefing.

 

8. COURSES

8.1. The course to be sailed will be announced on VHF12 prior to each race.

8.2. Attachment A shows the approximate Mark location and approximate GPS position.

8.3 Attachment B shows Course numbers, including the order in which Marks are to be passed, and the side on which each mark is to be left. If using the alternate finish line between Red Channel Mark No2 and White Club Mark, boats must leave the Red Channel Mark No2 to Port

8.4 While racing, no boat shall pass between the Five Islands west of Pearn's Point.

8.5 While racing, no boat shall pass between Fullerton Point and Pelican Island

8.6 If deemed necessary, the committee may announce different courses to suit the prevailing wind, such courses will be announced on VHF 12

9. MARKS

All marks of the course will be as sheet JHYC Regatta Mark Positions.  An inflatable buoy labelled Budget Marine will be marking Second Star Sailing (previously Cook), existing navigational marks or other marks including virtual marks, as advised at the skippers briefing.  A mark and/or dinghy attached to the committee boat is part of the start mark.

 

9.1 After completing the first leg of the course, a boat shall not cross the starting line. A boat shall not cross the finishing line until she is completing the last leg of the course and finishes. A boat that breaks this rule shall be disqualified. This changes rule 28.1 and 43

 

10. THE START

10.1. The location of the starting line each day for all classes will be west of Five Islands Harbour in the approximate position 17:05:20 north; 61:55:20 west, except for the first race each day, where the start may be in the vicinity of Jolly Harbour

10.2. When starting within the harbour, no spinnaker shall be flown before passing the speed restriction mark outside of the harbour (Slightly beyond Channel marker 9 & 10).

10.3. The start line will be between a staff on the Committee Boat displaying an Orange Flag and a nearby Budget Marine buoy. An inner mark may be laid from the committee boat.

10.4. Start times and the order of starts will be announced on VHF 12.

10.5. Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other boats. Alleged violation of this Sailing Instruction will only be grounds for protest by the Race Committee. This changes Rule 60.1 and Rule 62.1.

10.6. A boat that does not start before ten minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes Rule A5.

 

11. THE FINISH

11.1 The finish line will be between a staff on the Committee Boat displaying a Blue Flag and a Budget Marine mark.

11.2 On the final race of each day, the finish line may be between Red Channel Mark No2 and White Club Mark, leaving the Red Channel Mark No2 to Port

 

12. PENALTY SYSTEM

12.1. Except for breaches of Parts 1 and 2 of the Rules, the Protest Committee may apply any penalty that it deems equitable. This changes rule 64.1.

12.2. A boat that does not take a penalty in accordance with rules 44.1 and 44.2 may accept a thirty per cent (30%) scoring penalty calculated as stated in rule 44.3(c), except that the minimum penalty is three places and she shall not be scored worse than the number of boats that came to the starting area. However, if the boat caused injury or serious damage or, despite taking a penalty, gained a significant advantage in the race or series by her breach her penalty shall be to retire before the protest hearing at the discretion of the Protest Committee.

 

13. TIME LIMITS

13.1. The time limit for the coastal race will be 150 minutes.  For all classes on Saturday and Sunday the time will be 100 minutes after the start or 20 minutes after the first boat finishes in each class. 

13.2. Boats failing to finish within the time limit will be scored Did Not Finish (DNF) without a hearing. This changes rules 35, A4 and A5.

 

14. PROTESTS AND REQUESTS FOR REDRESS

14.1 The Committee Boat must be informed of any protest within 20 minutes after finishing the race in which the incident occurred on VHF channel 12.

14.2. Protest forms will be available at the Protest Desk located at the Committee Desk in JHYC Office. The protest time limit will be 30 minutes after the Committee Boat docks each day.

14.3. On the last day of racing a request for redress based on a Protest Committee’s decision shall be filed no later than thirty minutes after the decision is posted. This changes rule 62.2.

14.4. Except as allowed in CSA Rating Rule 2.3, no measurement or rating protest will be accepted after 18.00 on Friday, 15th November, 2024, this changes Rule 60.

 

15. SCORING

15.1. Results will be available at the Jolly Harbour Yacht Club office in the Jolly Harbour commercial centre.

15.2. A boat’s series score will be:

a) When fewer than six races have been completed, the total of her race scores;

b) When six or more races have been completed, the total of her race scores excluding her worst score.

c) Rule A5.3 will apply: a boat that came to the starting area but did not start, did not sail the course, did not finish, retired or was disqualified shall be scored points for the finishing place one more than the number of boats that came to the starting area, and a boat that did not come to the starting area shall be scored points for the finishing place one more than the number of boats entered in the series.

15.3. For all classes, one race shall constitute a series.

 

16. SAFETY

16.1 All skippers are responsible for ensuring that their vessel carries appropriate safety equipment as per Addendum A in the notice of race.

16.2 A boat that retires shall attempt to notify the Race Committee as soon as possible by calling on VHF channel 12 and shall use its best efforts to receive an acknowledgement.

 

17. PRIZES

17.1. Prizes will be awarded to each class.

17.2 Regatta prize-giving will take place at not before 1700 on Sunday, 17th November 2024, in the square below the marina office at the Jolly Harbour commercial centre
